Why are Subcontinent addresses so long?

For example, Google's Germany office in Hamburg has the following address -

ABC Strasse 19
20354 Hamburg
I could even skip the Hamburg since the PLZ (20354) is enough.
Compare this to the Mumbai address -

Office No. 211, Level 2,
Raheja Centre Point, 294 CST Road,
Near Mumbai University
Off Bandra Kurla Complex,
Kalina, Santacruz (East)
Mumbai 400 098
Or the Delhi address, or the Bangalore address... etc.

Yeah so the PIN code is given, making it possible to skip Mumbai. Big deal. One could imagine the address going on with something like, Patli gali se aage daaye mod par Chimpu paan dukan ke peeche peepal ke ped ke bagal wale dhabe ke paas pohauch kar, kisi se bhi pooch lijiega !! (Sorry to those who do not speak Hindi/Urdu).
